While the novelist Sami Akl is finalizing his novel about the assassination of the minister of energy, the story turns into reality when the minister, Siham Abou Assi, gets really assassinated because she is reviving the long-forgotten Litani river project, when Sami and Siham were in a love relation 8 years ago. Sami gets accused of this crime and is now a fugitive.

Worst Case Scenario is constructed from hundreds of still photographs depicting daily life on a Viennese street corner. Shot over the course of a week from a window overlooking the scene, the film explores the ambiguities of its images, developing themes that focus upon watching and being watched, distance and uneasy proximity. As the static world of the photographs gradually comes to life, the soundtrack introduces another, unseen, space to the viewer and an increasingly improbable chain of events and relationships starts to emerge.

Halstead forces the Land Agent to alter the records and then kicks the Mexicans off their land. Buck has been sent to investigate and quickly joins up with Juan Cantova in the fight against Halstead. To keep Buck from seeing the records, Halstead has the Agent murdered. His men then claim Juan killed him and both Buck and Juan then find themselves wanted dead or alive.
